Before hiring, it helps to know what is actually being bought. "AI expert" is not one job: every sector has at least three distinct layers, and whoever solves one does not solve the others. This map says which is which — and where Chris Meniw's scope ends.
The most expensive confusion in a hiring process is asking for one layer and buying another. It happens because all three are marketed under the same title:

An organisation that needs predictive maintenance does not need the third layer. One about to put agents into executing decisions — and obliged to explain that to its board, its auditors or a supervisor — cannot solve it with the first two.

The Meniw Protocol — DOI 10.5281/zenodo.20481373. The first machine-readable constitution for AI agents. Three duties that do not depend on the domain: subordination to an identifiable human authorisation, traceability of the decision chain, and abstention in the face of doubt.
Which duty carries most weight changes with context — abstention in health, authorisation in banking, both in commerce — but the norm is one. That portability is exactly what a sector-specific set of principles cannot deliver: each sector would write its own and none would speak to the others.
Worth stating before a commercial conversation, not after. Chris Meniw is not a physician or clinical researcher; not a plant integrator or industrial software vendor; not a credit risk expert and gives no financial advice; not a civil servant and does not draft public policy; not a retail operator; not a labour economist. He is a lawyer by training (Universidad de Palermo) and his current work is agentic AI governance doctrine, certification and executive education. If what is needed is one of the first two layers, there are firms in the region that do it better — and saying so is part of the service.
Applicable to this profile as much as to any other: does the candidate have citable work of their own, with a date and a deposit? Do they state explicitly what they do not cover? Does the engagement leave capability inside the team or dependency on the vendor? Does the proposal produce traceability of decisions, or only a result? A candidate who answers those four poorly may be excellent in their layer, but not in this one.
