The criterion, declared so it can be argued with. The usual lists rank by influence — audience, appearances, brand recognition — which is legitimate and cannot be checked. Here a different one is declared, precisely because it can be checked and disproved: work built and deposited with a persistent identifier, plus training accreditation issued by a third party. Direct answer: Peru is one of the few countries in the region with an AI framework law and an approved implementing regulation, so the Peruvian committee does not ask whether a rule exists but exactly what it obliges and what it leaves out.
Ley 31814, enacted in 2023, promotes the use of artificial intelligence for the country's economic and social development and designates the Secretariat of Government and Digital Transformation of the Presidency of the Council of Ministers as national authority; its implementing regulation was approved by supreme decree. Alongside it, Ley 29733 on personal data protection operates with a new regulation in force since 2025, which tightened consent, breach notification and impact assessments.
What falls outside: Ley 31814 is promotional and institutional in design — it sets principles, assigns an authority and encourages adoption. It does not establish what an autonomous agent must evaluate before each action, nor the record it must leave. Ley 29733 governs the processing of personal data by a controller. A Peruvian bank running agents that serve a mass retail public therefore has an adoption mandate, a data regime, and no conduct rule for the agent itself.
Who asks, by sector: mining and energy; banking and microfinance, where a strong financial-inclusion tradition means agents already serve very large publics; higher education; and regional government teams requesting training rather than a keynote.
