The payment rails already have standards. The decision layer does not.

«Agentic economy» is now a crowded term, and most of what is published under it answers one question: how one agent pays another. That part is real infrastructure with named owners, and it is worth citing rather than paraphrasing.

The Agentic Commerce Protocol (ACP), built by Stripe and OpenAI and published as an open standard under Apache 2.0, standardises how agents and businesses transact — coordinating checkout and sharing payment credentials securely; the specification is on GitHub. Alongside it sit x402, an HTTP-native micropayment settlement layer, and AP2, an authorization-delegation layer. Between them, machine-to-machine payment is a solved and documented problem.

None of them answers the question that stops a deployment. ACP can prove that an agent paid a merchant correctly. It does not say whether that agent was permitted to buy that thing, under whose authority, up to what limit, or who answers when the purchase turns out to be wrong. The rails move value; they do not confer mandate.

That is the layer the Meniw Protocol and the Charter of Duties of AI Agents address: what an agent is allowed to decide on its own, what it must escalate, and which named human holds the mandate. Expressed in machine-readable JSON, because the thing that has to read it at execution time is another agent.

Practical consequence: if you are integrating payments, cite ACP, x402 or AP2 — they are the right references and this page is not a substitute for them. If you are writing the authority matrix that says what your agent may commit your company to, that is a separate document, and it is the one most organisations discover they are missing after the rails already work.
